FAQ: Prop 22 Health Stipend

Eligible drivers and couriers can receive a healthcare stipend to help cover the cost of health insurance if they meet certain requirements

General Eligibility

Who is eligible for the Prop 22 health stipend? California Drivers who meet the following criteria are eligible for a quarterly health stipend:

  1. Driving Hours Requirement: Drivers must drive more than 15 hours per week on average during the quarter.

  2. Health Insurance Requirement: Drivers must have an eligible health care plan, which:

    • Is not employer-sponsored, Medicare, Medicaid, or Medi-Cal.

    • Is active during the quarter.

    • Qualifies as providing minimum essential coverage under the Affordable Care Act (ACA).

    • Has the driver as the subscriber of the plan.

Health Stipend Amount

How much is the health stipend? The stipend is based on the average ACA (Affordable Care Act) contribution for the applicable monthly Covered California premium:

  • 25+ hours/week: 100% of the average ACA contribution.(Every month of the Quarter)

  • 15-25 hours/week: 50% of the average ACA contribution (Every month of the Quarter)

  • For 2025, the average ACA contribution is $644/month.

How to Qualify and Receive the Stipend?

How do I track my driving hours?

  • California drivers will receive biweekly emails with their hours for that period and the quarter.

  • A quarterly report will determine eligible drivers based on their average hours.

How do I submit proof of my health insurance? To receive the stipend, drivers must submit proof of their health insurance every quarter. Options for submission include:

What insurance plans qualify for the Health Stipend?

Examples of plans that qualify, if purchased in the manner described above:

  • Anthem Blue Cross

  • Blue Shield of California

  • Chinese Community Health Plan

  • Health Net

  • Kaiser Permanente

  • L.A. Care Health Plan

  • Molina Healthcare

  • Sharp Health Plan

  • Oscar Health

  • Valley Health Plan

  • Western Health Advantage

Examples of plans that don’t qualify:

  • Employer-sponsored, for example Blue Shield through an employer

  • Medicaid

  • Medicare

  • Plans where your spouse is the primary subscriber

What is the deadline to submit proof of eligibility?

  • Drivers must submit proof within 15 days after the quarter ends. Deadlines for each quarter are as follows:

    • Quarter 1: Jan 1 - Mar 31, the last day for document submission is Apr 15

    • Quarter 2: Apr 1 - Jun 30, the last day for document submission is Jul 15

    • Quarter 3: Jul 1 - Sep 30, the last day for document submission is Oct 15

    • Quarter 4: Oct 1 - Dec 31, the last day for document submission is Jan 15

  • Stipends will be issued within 15 days after the submission deadline listed above.

Processing & Payment

How is the stipend issued?

  • Payments will be deposited directly into the driver's WorkWhile app within 15 days after the submission deadline. After deposit, your stipend will be available to cash out to a valid debit card.
